I don’t think he’s in a bag – I think he’s in ill-fitting mumu, an unfortunate souvenir choice Glen made on his last trip to Hawaii. And “shan” is probably teaching Rigby dance moves he saw the last time he was at a North Dakotan polka concert. Rigby looks like he’d be having a good time if only he hadn’t imbibed so much kibble.
